At least on the server I run there is a config file for ftb chunks called ftbchunks-server.toml located in the world>server config folder you can edit the limit there. You have to select the chunks you want to claim, and then the chunks you want to load. Press E, Select Claimed Chunks. Left click to claim chunks, CTRL Left click to chunk load them afterwards.

In 1.12.2 those perms belong inside permissions rather then in config. This (below) is what I have now, and it actually works!
