I’m not super familiar with the 3038E, but the vast majority of these small Diesel engines have a shut-off solenoid on the injector pump. They usually have three wires. One is hot on start, that powers the “pull-in” coil. Another is hot on on run, that is the “hold” coil. The last wire is a ground to complete the circuits.
