They found that PAEA EOR exam performance was much more tightly correlated with passing the PANCE than PACKRAT scores or any of the other metrics, which just didn't have that much predictive value. Presumably you want to know if you'll pass the PANCE. By design, the PANCE has a 91-93% pass rate. Scores above 2-2.5 std deviation below the mean pass.
