One of the. issues is I believe it is stuck in either the draft control or position control position. When the lever is fully up it is facing forward.

Sounds like the control valve is out of adjustment and probably sticking. There are two adjustment to make, one with the lever down in draft control position and another with the lever up in position control. While the lift top is off it's best to replace the lift piston o-ring, remove and clean the control valve and check the cam pin for wear.
