I am by no means an expert but my 2 cents would be possible connection issue, such as the bump is causing a connection to be completed and bring on the signal and after you get off the bump the connection is terminated until the next bump with enough force/size to do it again.

The driveshaft always turns but you should be able connect and disconnect power to rear wheels using the 4x4 switch. If the rear wheels always have power the ECC may be permanently stuck and need replacing. .They also mentioned that sometimes this happens when there is a low voltage problem.
